2. The present Writ Petition has been filed with the following prayers:
“It is, therefore, most respectfully prayed that this Hon’ble Court may graciously be pleased to:- Issue a writ, order or direction in the nature of mandamus or any other appropriate Writ thereby directing the respondent / Union of India to immediately provide all the facilities such as RIGHT TO EDUCATION: The right to education is fundamental human rights that guarantee free, compulsory schooling for children and equitable access to higher education……. The teacher should be trained according to like private schools, syllabus, every child should be well educated and complete the best students. This is a digitally signed order. W.P.(C) 10990/2026 EDUCATION SHOULD BE JOB ORIENTED: That petitioner think in the larger interest of student(s) the following skill be made compulsory in the school level, so there are several work which would be taken / learnt into the course of studied in school so this problems would come to an end, details are as under; i) Carpenter ii) Computer iii) Plumber iv) Electrician v) AC Repairs & Services vi) Painter vii) food processing viii) Garments manufacturing ix) Handicraft x) Furnishing making xi) Printing xii) Small scale plastic molding’ xiii) Yoga xvi) Agarbatti (Incense) Production xv) Candle making xvi) Soap making handloom weaving xvii) Embroidery workshop xviii)Tailoring xiv) Interior designers.
iii) SOURCE OF FINANACE MIGHT EE PROVDED TO THE EVERY SKILL AFTER COMPLETING HIS EDUCATION. It is out of place to mention here that the FINANCE/ FUNDS might be provided by the Respondent or their state Govt in the shape of loan, Through Banking/ Financial Institution and other Govt agency for start his Startup, in the interest of justice.”
3. The prayer clause of the present Writ Petition seeks a direction to the Respondent to evolve a policy, where education being provided should be job oriented.
4. The Petitioner had earlier instituted W.P.(C) 9916/2016, which was

W.P.(C) 10990/2026 Petitioner to withdraw the said writ petition with a liberty to file a fresh petition containing adequate and appropriate pleadings and prayers. Thus, it is the second writ petition, which has been filed by the Petitioner, however, the prayers made in the present Writ Petition call upon us to venture into certain policy decisions, which, in our opinion, is the sole preserve of the Government. 5. Though we do not intend to make any observation on the prayers, however, we find it essential to note that the policy relating to education, which is in vogue currently does have various provisions, where vocational training courses both in the government sector as also in the private sector are available. 6. Seeking a direction from the Court to the Government providing loan to banking / financial institutions, etc. again is a policy issue, where no direction, as sought by the Petitioner, can be issued by the Court in exercise of its jurisdiction under Article 226 of the Constitution of India, 1950. 7. The entire Writ Petition, as a matter of fact, appears to be in the form of certain suggestions and, accordingly, adjudication of the prayers made in the Writ Petition is not possible by the Court. 8. In these circumstances, without adjudicating the prayers made herein, we permit the Petitioner to give his suggestions or raise grievances before the appropriate authority by making a representation taking all the pleas, which may be available to him under law and enclosing all the documents, on which he intends to rely. If any such representation is made by the Petitioner to the appropriate authority of the Respondent, the same shall be attended to and appropriate decision thereon shall also be taken, which may be communicated to the Petitioner as well.
