It is submitted by learned counsel for the petitioner that the respondents have admitted contractual liability regarding the construction of community bunker at Mohalla Khoi, Ward No. 04, Panchayat Shahpur and construction of individual bunker near the house of Mohd. Rafiq Bhatti at Mohalla Sohkar, Ward No. 01. These contracts were allotted to the petitioner in the year 2019 and the works stand completed, but despite completion of the works, the liability has not been discharged and the petitioner has been approaching the respondents for release of the contract amount. 2. Learned counsel for the petitioner further submits that his case would suffice in case a direction is passed to the respondents to consider the release of the admitted liability in a time bound manner. 3. Be that as it is, this matter is taken up for disposal by treating this petition as representation and a direction is passed to the respondents to consider case of the petitioner and pass speaking order in accordance with law. WP(C) No. 1790/2026 Before passing any speaking order, the petitioner shall be given a reasonable opportunity of being heard.
