According to the Petitioner, the delay occurred in disposal of the said application is militating against his right to use and enjoy the property. Learned Counsel for the Petitioner submits that the Petitioner shall feel satisfied in case the present Petition is disposed of with a direction to the District Magistrate, Srinagar to consider and dispose of the aforesaid application of the Petitioner pending before it within some reasonable timeframe.
