Following order was passed in the matter on 23.06.2026:-
“The judgment in question was rendered on
15.09.2025. Learned Deputy Advocate General has placed on record a copy of office instructions dated 22.06.2026 from the Director Higher Education conveying that it was on 01.10.2025, when petitioner’s matter was taken up with the State

- 2 - Government. The judgment in question till date remains unimplemented. Final opportunity of two weeks’ time is granted to the respondents to implement the judgment in letter & spirit, failing which, respondents shall remain present in the Court on the next date. List on 13.07.2026.”
2. Pursuant to above, learned Additional Advocate General has placed on record office instructions dated nil of July 2026 from the Director of Higher Education, Himachal Pradesh,
conveying approval granted by the State Government on 09.07.2026 for implementing the judgment in letter and spirit. Copy of office letter dated 09.07.2026 issued by the Secretary (Education) to the Government of Himachal Pradesh, addressed to the Director of Higher Education, Himachal Pradesh, conveying approval of the Government for implementing the judgment dated 15.09.2025, has also been made part of office instructions. Further an office letter dated 10.07.2026 sent by the Director of Higher Education, Himachal Pradesh, to the Principal MLSM College, Sundernagar, District Mandi, H.P. with direction to submit due and admissible claim of the petitioner within a day’s time is also part of the office instructions. - 3 -
3. Taking note of above documents placed on record by learned Additional Advocate General, present contempt proceeding’s are closed with direction to the respondents to release admissible benefits, if not already released, to the petitioner not later than two weeks from today i.e.by or before
29.07.2026. Notices issued to the respondents are discharged. Liberty, however, is reserved to the petitioner to seek appropriate remedy for the redressal of his surviving grievances, if any, in accordance with law.
