Ajay Mohan Goel, Judge (Oral) By way of this petition, the petitioner has assailed transfer order dated 25.03.2026 (Annexure P-3), in terms whereof, the petitioner who is serving as a Junior Engineer (Elect.) has been transferred from Electrical Sub-Division No.1, Bilaspur under Electrical Division HPSEBL Bilaspur to Electrical System Division HPSEBL Bhabanagar. 2. Learned counsel for the petitioner has informed the Court that the petitioner was initially appointed in Electrical Division HPSEBL Bilaspur as a Electrician on contract basis on 08.08.2016. His services were regularized as such in the same Division in the month of October, 2019. Thereafter, the 2 petitioner was promoted against the post of Junior Engineer in the same Division on 29.10.2024. 3. The above demonstrates that the petitioner since the year 2016 has been serving in the same Electrical Division. Though, learned counsel for the petitioner submitted that it is only now that after promotion to the post of Junior Engineer, the cadre of the petitioner becomes a State Cadre post, but, this Court is of the considered view that as the petitioner has completed more than 10 years in the same Electrical Division and as he is a young man aged 35 years only, this is the right time for him to go and serve in the tribal area of the State of Himachal Pradesh. 4. Accordingly, in light of the above observations and in the light of the fact that the petitioner has been serving in the same Electrical Division for more than a decade before passing of the impugned transfer, the present petition is dismissed.
