Petitioner has filed this writ petition seeking following reliefs: “(i) That, this Hon'ble Court may kindly be pleased to direct the respondent authorities to produce all the relevant records relating to case of the petitioner before this Hon'ble Court for its kind perusal. (ii) That this Hon'ble Court may kindly be pleased to permit the petitioner to prefer a representation before respondent No.2/DGP, PHQ, Raipur and also before respondent No.3/ADGP, Administration, PHQ, Raipur for grant of seniority and promotion to the petitioner to the next higher post i.e. Sub Inspector from 29.5.2025, the date on which similarly situated police personnel have been given out of turn promotion and direct the respondent authorities to decide the same expeditiously in accordance with law. (iii) That this Hon'ble Court may further be pleased to direct respondents to give suitable compensation to the petitioner for the mental trauma and agony, harassment and hardships suffered by him as also cost of the litigation.” 2. Learned counsel for the petitioner submits that petitioner is claiming out of turn promotion on the ground that petitioner participated in naxal operation. Petitioner has already submitted representation before respondent No.4 on 16.06.2025 which is pending consideration. He 3 / 3 however submits that appropriate authority will be respondents No. 2 & 3 and, therefore, petitioner may be permitted to submit fresh representation before respondents No. 2 & 3 raising all the grounds as raised in this writ petition along with supporting documents and in turn, concerned respondent may be directed to take decision on representation to be submitted by petitioner at the earliest within specified time frame. 3. Learned counsel for the State submits that as the petitioner is not pressing this writ petition on merits and only seeking a direction to respondent to consider his representation, he is having no objection. 4. On due consideration of submissions of learned counsel for respective parties, this writ petition is disposed of permitting the petitioner to submit comprehensive representation with all supporting documents and in the event petitioner submits such representation, concerned authority shall consider and take decision on the same, within an outer limit of 4 months from the date of receipt of representation.
