BR 26 PA 8418 containing with the permit no.BR2023-SC- 1137A within the territorial area of State of Jharkhand until and unless the application no. JH- CS-PT-2128 which is still pending for granting the counter signature before the respondent no.1. (b) To issue a direction to the respondent no.4 to 7 not to co-operate for plying the vehicle no. BR 26 PA 8418 containing with permit no. BR2023-SC- 1137A within the territorial area of State of Jharkhand until and unless the application no. JH- 2026:JHHC:12847 2 CS-PT-2128 be granted by respondent no.1, because the said application is still pending before the respondent no.1 for granting the counter signature." 2. Heard learned counsel representing the petitioner and learned counsel representing the respondents. 3. The grievance of the petitioner is that respondent No.8 is plying his bus bearing No.BR 26 PA 8418 (with the Permit No.BR2023-SC-1137A), without the countersignature. It is the contention of the petitioner that respondent No.8 had applied for the countersignature but the respondent No.1 has till date not countersigned the Permit, yet without the countersignature, the respondent No.8 is plying the said vehicle. 4. Considering the nature of grievance of the petitioner, I direct the petitioner to approach respondent No.1 - State of Jharkhand, through the Secretary, Transport Department, Jharkhand, Ranchi, by filing a fresh detailed representation, within four weeks. 4.1. On receipt of such representation, respondent No.1 will do the needful, as per law. 4.2. It will be open to respondent No.1 to countersign the Permit, if it is in order. 5.
