HIGH COURT OF JUDICATURE AT ALLAHABAD WRIT - A No. - 15299 of 2026 Court No. - 52 HON'BLE MRS. MANJU RANI CHAUHAN, J. Heard learned counsel for the petitioner, Mr. Rohit Pandey, learned counsel for the respondents and perused the record. The petitioner has preferred the instant petition challenging the suspension order dated 18.07.2026. Learned counsel for the petitioner contends that the petitioner has been placed under suspension with vague charges which even if are proved do not warrant major penalty, therefore the order impugned is in violation of sub-section Rule 4 of the U.P. Government Servant (Discipline and Appeal) Rules, 1999. Secondly, the said order has been passed by the Registrar with the approval of the Vice Chancellor of the University, therefore it is evident that the appointing authority has not applied its mind in passing the impugned suspension order. He next contends that the allegations as mentioned in the suspension order are vague and ambiguous as also do not show the delay in all the projects was on the part of the petitioner, thus it is liable to be quashed by this Court. In support of his submissions he has placed reliance upon a judgment of a Division Bench of this Court in the case of Dr. Arvind Kumar Ram v. State of U.P. and others, 2007 (8) ADJ 659 (DB). Learned counsel for the respondent University submits that the charge sheet has already been submitted against the petitioner on 19.09.2026 and the inquiry will be concluded expeditiously. Having heard learned counsel for the parties and perusal of record, this Court finds that the ends of justice would be subserved by issuing a direction upon the authority concerned to conclude the inquiry pending against the petitioner expeditiously, preferably within a period of two weeks from the date of production of a certified copy of this order. Versus Counsel for Petitioner(s) : Prakhar Saran Srivastava Counsel for Respondent(s) : Rohit Pandey Krishan Pal Singh .....Petitioner(s) Uttar Pradesh University Of Medical Sciences And Another .....Respondent(s) Till the inquiry is concluded, the impugned suspension order shall remain in abeyance and shall abide by the final outcome of the inquiry. The writ petition is accordingly disposed of. No order as to costs. October 9, 2026 DS WRIA No. 15299 of 2026 2 (Mrs. Manju Rani Chauhan,J.)
