Srinu Babu, learned Assistant Government Pleader for Municipal Administration & Urban Development, Ms. D. Naga Chandrika, learned Assistant Government Pleader for Finance & Planning and Sri Gudapati Lakshminarayana, learned Standing Counsel for Gudur Municipality. 2. In compliance with the Order of this Court dated 28.04.2026, Sri A. Venkateswarlu, Commissioner, Gudur Municipality has appeared online. When this Court inquired whether there is any dispute with regard to the EMD & FSD, he would submit that there is no dispute. 3. Having regard to this statement, this Court is of the view that the EMD & FSD held by the Respondent is the money that belongs to the Writ Petitioner and the Respondent has no right to hold it at all. 4. In this view of the matter, this Court deems it appropriate to allow this Writ Petition, with a direction to the Respondents to return the EMD & FSD amount to the Writ Petitioner and to complete the entire administrative process, both inter-departmental and intra-departmental, by way of mutual cooperation and coordination, within a period of one (1) week from today and transfer the due amount to the bank account of the Writ Petitioner within a week thereafter. 5. Writ Petitioner is directed to submit the bank account details to the Competent Authority within one week from today for effective compliance. 6. With these observations and directions, this Writ Petition stands allowed. No order as to costs. 7.
