Taking into account that the Petitioner is the dominus litis and the presence of the State of Nagaland would be relevant for an effective adjudication, this Court impleads the Opposite Party No.4 as the Respondent No.4 in the accompanying writ petition. 3. The learned counsel for the Petitioner is directed to file a fresh Memo of Parties before the Registry of this Court within 7 (seven) days and on the basis thereof, the Registry shall make necessary correction in the Cause Title as well as update the same in the CIS. 4.
