The Writ Petition is filed aggrieved by the inaction of the Respondent No.3 in issuing ‘No Objection Certificate’ to the Petitioner for obtaining passport so as to enable him to travel overseas. 2. The Petitioner is working as Head Master in ZPH School, Balapanur, Simhadripuram, Kadapa, and had applied for a passport so as to enable him to travel overseas to meet his children, who are pursuing education in other countries. As per the procedure, the Respondent No. 3/The Deputy Educational Officer has to issue ‘No Objection Certificate’ (NOC) to the authorities to issue the passport. Though the petitioner gave representation on 04.11.2025, the same is not being considered. Hence, the present Writ Petition. 3. Considering the submissions of the learned counsel for the Petitioner, the Writ Petition is disposed of with the following directions: i) The Respondent No.3 is directed to examine the representation of the Petitioner and issue ‘No Objection Certificate’ in accordance with the rules within a period of four weeks from the date of receipt of a copy of this Order. 3 ii) There shall be no order as to costs.
