1. This petition has been filed by the petitioners with a prayer to issue directions to the respondents to permit the petitioners to re-appear in the Physical Efficiency Test (hereinafter referred to as ‘PET’) by conducting the said test afresh at a suitable venue as the
[2026:RJ-JP:36400] (2 of 5) [CW-18327/2026] PET conducted on 06.08.2026 and 10.08.2026 at Sri Pratap Yadav Stadium, Chitrakoot, Vaishali Nagar, Jaipur & Rajasthan Police Academy Panpech Nehru Nagar, Jaipur was held at a waterlogged, muddy and slippery ground.

Learned counsel for the petitioners submit that similar issue on the same facts was agitated in S.B. Civil Writ Petition No. 17260/2026 Sushmita Vs. State of Rajasthan & Ors. and other connected petitions decided on 25.08.2026, and the Co- ordinate Bench of this Court has issued certain directions. 3. Mr. Vishnu Dutt Sharma, Advocate puts in appearance on behalf of the respondents No.1 to 3 and Mr. M.F. Baig, Advocate puts in appearance on behalf of the respondent No.4-RPSC. 4. Both the counsels appearing for the respondents do not dispute this fact that in a similar situation, the Co-ordinate Bench on 25.08.2026 in case of Sushmita (supra) has issued certain directions. 5. Considered the submissions made at bar. 6. In case of Sushmita (supra), the Co-ordinate Bench has observed as under:-
“1. With the consent of the learned counsel for the respective parties, the present batch of writ petitions is being decided by this common order and S.B. Civil Writ Petition No. 15906/2026,titled Seema Gurjar v. State of Rajasthan & Ors., is taken haste lead petition. 2. The brief facts of the case are that an advertisement dated 17.07.2025 came to be issued for the Sub-Inspector (SI)/Platoon Commander Combined Competitive Examination,
2025. It is submitted thetas per the scheme of the recruitment, approximately 20,000 candidates who qualified the written examination were called for the Physical Efficiency Test(hereinafter referred to
[2026:RJ-JP:36400] (3 of 5) [CW-18327/2026] as ‘PET’), which was conducted across 8-12 different centers throughout the State of Rajasthan, with approximately 2,500 participants invited to each center. 3. A handful of candidates, comprising 27 petitioners, have approached this Court challenging the results of the said PET. The core grievance of the petitioners is that they were unable to qualify the said physical test due to force majeure conditions and reasons entirely beyond their control. It is categorically alleged that heavy rain, wet tracks, accumulation of water, consequent injuries suffered during the test, and defective/erroneous
measurements
severely prejudiced the performance of the petitioners, for which the petitioners are seeking re-examination of the PET. 4. Mr. Bhuvnesh Sharma, learned AAG, has marked his appearance on behalf of the respondent-State. During the course of the hearing, the videograpy footage of the concerned examination centers was summoned and carefully analyzed in the open Court in the presence of the petitioners, who visualized the said recordings. 5.
Given the fact that the dispute essentially involves a determination of factual matrix based on the visual evidence and local conditions, a consensual and mediated approach deemed appropriate by learned counsel for the parties. 6. Accordingly, with the consent of the respective parties, this Court deems it appropriate to dispose of the present batch of writ petitions with the following mutually agreed directions:- (i). The petitioners are at liberty to submit the individual and detailed representations raising their specific grievances before the competent authority of the respondent-Commission within a period of seven days from the date of uploading the present
order on the web-portal. (ii). Upon receipt of such representation(s), the competent authority of the respondents shall consider and adjudicate the same on 09.09.2026 & 10.09.2026 at 11:00 AM (iii). The competent authority of the respondent- Commission is directed to consider the factual and
[2026:RJ-JP:36400] (4 of 5) [CW-18327/2026] legal position and pass a well-reasoned and speaking order, strictly in accordance with law. (iv). In the event that petitioners succeeds in their representation, the respondents shall permit such petitioners to undergo a re-examination for the said PET as per the convenient dates and schedule of the respondents.
7. For the sake of clarity and to ensure smooth compliance with the present order, Mr. Manoj Kumar, DIGP, Recruitment & Promotion Board, Jaipur, Rajasthan is hereby appointed as the Nodal Officer.
8. With the aforesaid observations and directions, the present batch of writ petitions stands disposed of.
9. It is made clear that the disposal of the present batch of petitions shall cause no prejudice to either of the parties.”
7. Accordingly, with the consent of respective parties, this Court deems it appropriate to dispose of the present writ petition with the following mutually agreed directions:- (i). The petitioners are at liberty to submit the individual and detailed representations raising their specific grievances before the competent authority of the respondent-Commission within a period of five days from the date of uploading the present
order on the web-portal. (ii). Upon receipt of such representation(s), the competent authority of the respondents shall consider and adjudicate the same on 17.09.2026 at 11:00 AM. (iii). The competent authority of the respondent- Commission is directed to consider the factual and legal position and pass a well-reasoned and speaking order, strictly in accordance with law. (iv). In the event that petitioners succeeds in their representation, the respondents shall permit such petitioners to undergo a re-examination for the said PET as per the convenient dates and schedule of the respondents.

8. For the sake of clarity and to ensure smooth compliance with the present order, Mr. Manoj Kumar, DIGP, Recruitment & Promotion Board, Jaipur, Rajasthan is hereby appointed as the Nodal Officer.

10. It is made clear that the disposal of the present case shall cause no prejudice to either of the parties.
11. Stay application and pending application(s), if any, stand
disposed of.
