Reply on behalf of the respondent-State is on record, wherein prayer for condonation of delay has been opposed on the ground that no cogent and convincing reasons have been assigned qua the inordinate delay in maintaining the review petition. Having carefully perused averments contained in the application, this Court is convinced and satisfied that delay in maintaining the accompanying review petition is neither intentional nor willful, rather same has occurred on account of circumstances, which were completely beyond the control of the applicant, as such, delay, which has been sufficiently explained, is condoned.
