Heard learned counsel for the parties. 2. The instant writ application has been preferred by the petitioner praying for a direction upon the respondent authorities to consider the case of the petitioner for appointment to the post of Agriculture Engineering pursuant to Advertisement No.03/2015, Jharkhand Agriculture Service Group 2 (Assistant Agriculture Director/Sub Divisional Agriculture Officer and Equivalent Post Examination-2015) as published on the website of respondent No.3, since the petitioner has duly qualified and 2026:JHHC:4782 2 passed the said examination and got higher marks than the cut- off marks in B.C.-I category, though his candidature has not been accepted in the final merit list issued by respondent No.3 and his candidature has been shifted to Unreserved category from B.C.-I. 3. After going through the counter affidavit, it is admitted that on the date of application, the petitioner was not having the caste certificate. Though in rejoinder to the counter affidavit, he has explained the reason of the late submission of the caste certificate, but the fact remains that as per the advertisement, there was a clear stipulation that only those persons would be entitled, who would be having proper caste certificate on the last date of application. 4. Admittedly, in this case, the petitioner was not having the caste certificate till the last date of advertisement; as such, no relief can be granted to this petitioner. 5.
