2 petitioner may be permitted to submit detailed representation before respondent No.2-Collector District Dhamtari for redressal of his grievance raising all the grounds as raised in this writ petition and in turn, respondent No.2 be directed to consider and decide representation to be submitted by petitioner expeditiously, within specified time frame.
2. Learned Panel Lawyer for the respondent State submits that in view of limited prayer made by learned counsel for petitioner, he is having no objection.

On due consideration of submission of learned counsel for the parties, this writ petition is disposed of at this stage permitting the petitioner to submit comprehensive representation before respondent No.2 raising all the grounds as are available to him. If such a representation is submitted by petitioner, respondent No.2 shall consider and decide the same in accordance with law expeditiously, preferably within a period of three weeks from the date of receipt of representation.
