3. By way of the present writ petition, the petitioner seeks following reliefs:
“a) issue a writ of certiorari or any other similar, writ, order or directing thereby quashing the breach notice dated 16.01 .2023 (Annexure P-1) issued by the respondentno.2; and b) issue a writ of mandamus or any other similar, writ, order or directing thereby commanding the respondent no. 2 to decide the representations dated 27.01.2023, 13.03.2023, 08.04.2023 and 01.04.2024 (Annexure P- 2 to P-5) made by the petitioner within a stipulated time frame; and consequently grant extension of time for construction upto 15.06.2021; This is a digitally signed order. and c) issue a writ of mandamus or any other similar, writ, order or directing thereby commanding the respondent no. 2 to decide the representation dated 25.03.2022 (Annexure P-6) for refund of penalty; and d) issue a writ of mandamus or any other similar, writ, order or directing thereby commanding the respondent no. 3 to issue completion certificate without insisting for NOC /extension of time from the respondent no.2; and”

Briefly stated the facts of the present case, as mentioned in the writ petition, are that the petitioner was debarred from submitting an unauthorised/invalid experience certificate as part of a bid submitted through the GeM portal and a Show Cause Notice was issued pursuant to the same on 11.03.2026. The petitioner withdrew from the tender and an internal inquiry was conducted, pursuant to which the respondent had terminated the concerned employee. The petitioner claims to have implemented systemic reforms and enhanced document-verification mechanisms to prevent recurrence. The case of the petitioner is that no personal hearing was given to it before passing the aforementioned debarment order. 5. Aggrieved by the continuing breach proceedings, the petitioner has filed the present writ petition. 6.
After hearing learned counsels appearing on behalf of the parties and in view of the issue involved in the instant petition, this Court finds it appropriate to direct that the present petition filed before this Court be treated as a representation on behalf of the petitioner, and the respondent is
directed to decide the same, within a period of four weeks from date, under intimation to the petitioner herein.
7. In above terms, the present petition stands disposed of.
