The present petition has been filed with the following prayers: “i) Issue a writ, order or direction in the nature of certiorari quashing the entire impugned re- tender dated 15-12-2025 (contained as Annexure no. 4 to this writ petition) initiated by the Respondents through the GeM portal for manpower supply at Nagar Nigam, Haridwar, being arbitrary, illegal and violative of Articles 14 and 19(1)(g) of the Constitution of India; ii) Issue a writ, order or direction in the nature of mandamus commanding the Respondents No. 1 to 3 to conclude the original e-tender process dated 18.09.2025 and award the contract to the Petitioner as the L-1 bidder by executing the necessary agreement/work order forthwith; iii) Issue a writ, order or direction in the nature of mandamus direct the Respondents to cancel the GeM tender and re-invite fresh tenders for the work with the same terms and conditions as contained in the original tender dated 1 2026:UHC:1642-DB 18.09.2025 to ensure healthy and transparent competition;” 2. Shri Lalit Miglani, learned counsel for Nagar Nigam Haridwar states that the writ petition has become infructuous as work order has already been issued in favour of the successful bidders. 3. Learned counsel for the petitioners after making submissions at some length prays for withdrawal of the instant writ petition with liberty to the petitioners to challenge the award of contract in independent proceeding. 4.
