1. By way of the present petition under Article 226 of the Constitution, the petitioner seeks the following relief:

W.P.(CRL) 2237/2026 appropriate writ/order, thereby direction be passed to the Respondents to forthwith provide a formally stamped and signed acknowledgment (receiving) bearing the DD number on the said written complaint dated 22.07.2026 disclosing the commission of a cognizable offence under various Section of BNS lodged by the Petitioner at Police Station- Parliament Street, District-New Delhi on 23.07.2026 at 07:05 PM; b. Direct the Respondents to initiate immediate departmental/disciplinary proceedings and recommend criminal action under Section 199 of the BNS/earlier Section 166A IPC against the Duty officer (Omprakash, S.I) and SHO Police Station- Parliament Street, District-New Delhi, Delhi for their deliberate dereliction of statutory duty; c. Direct the Respondents to forthwith secure, preserve, place on record the entire CCTV footage of all the CCTV Cameras installed inside the reception where duty officer, Police Station- Parliament Street, District-New Delhi, Delhi receive the complaint from public and also of entry point public of Police Station- Parliament Street of 23.07.2026 from 07:00 PM to 08:00 PM; d. Direct the Respondents to draft, notify, and strictly enforce a Standard Operating Procedure (SOP) and a Police Station Citizen Charter in NCT of Delhi mandating the immediate, unconditional provision of a stamped "receiving" on duplicate copies of all complaints submitted by citizens; and e. Pass any other order(s) which this Hon’ble Court deems fit and proper in the interest of Justice.”

The petitioner, Anand Legal Aid Forum Trust, submitted a complaint dated 22.07.2026, addressed to the Station House Officer, Police Station Parliament Street, with regard to the commission of alleged cognizable offences under the Bharatiya Nyaya Sanhita, 2023. The grievance of the petitioner in the present petition is that the Police Station has not acknowledged receipt of the said complainant. 3. Mr.
Amol Sinha, learned Additional Standing Counsel for the State, submits that the acknowledgment was not given on that day due to a temporary technical glitch in the computer system at the Police Station. It is agreed by Mr. Abhijit Anand, learned counsel for the petitioner, and Mr. Sinha, that the petitioner will report to Police Station Parliament Street at 5:00 PM today, when the acknowledgment and DD number will be handed over. 5. As no further orders are sought in this writ petition, the writ petition is disposed of in terms of Mr. Sinha’s submissions above. 6. It is made clear that this Court has not made any observations on any other aspect of the mater. The rights and remedies of the parties in this regard, remain reserved. 7.
