Mr. Sameer Vashisht, SC (Civil) appearing for GNCTD, and Mr. Sanjay Katyal, SC for DDA, accept notice. 2. The Petitioner seeks directions to the Respondents to carry out demarcation of the Petitioner’s land bearing Khasra Nos. 18//22/2, 58//8 and 58//9, situated in the revenue estate of Village Khera Kalan, Delhi. Mr. Anuroop, counsel for the Petitioner, submits that the Petitioner had submitted applications dated 22nd May, 2026 and 1st July, 2026 seeking demarcation of the subject land. However, no action has been taken thereon till date. It is submitted that although Village Khera Kalan stands urbanised, the demarcation is required to ascertain the exact location and boundaries of This is a digitally signed order. The issue raised in this petition is no longer res integra. In Luv Nagpal & Anr. v. Government of NCT of Delhi & Ors.3, while dealing with a similar grievance concerning demarcation of land situated in an urbanised village, this Court noticed that the question as to whether the Revenue Authorities or the DDA retain jurisdiction to carry out demarcation after urbanisation was pending consideration before the Full Bench in O.REF. No. 1/2024, titled State on its Own Motion v. NEMO. In those circumstances, in order to ensure that the demarcation exercise was not delayed pending resolution of the jurisdictional issue, this Court directed that the GNCTD and the DDA coordinate for carrying out the demarcation exercise. The said approach has thereafter been followed in Rajender Singh & Anr. v. SDM-cum-Revenue Assistant, Mehrauli4. 4. Accordingly, the petition is disposed of with a direction that the DDA and the GNCTD shall coordinate for carrying out the demarcation of the subject land in the presence of the Petitioner or its authorised representatives, within a period of four months from today. The Petitioner shall bear the expenses for carrying out the demarcation. 5. In order to remove any ambiguity, it is clarified that the concerned SDM shall act as the nodal authority for carrying out the demarcation exercise, and the DDA shall extend all necessary cooperation for carrying out the demarcation exercise. 6. It is made clear that the aforesaid directions shall remain subject to 3 W.P.(C) 13567/2025, decided on 03rd September, 2025. 4 W.P.(C) 14600/2025, decided on 08th October, 2025.
