These are writ petitions filed under Article 226 of the Constitution of India seeking identical prayers:- “a) Issue a Writ of Mandamus or any other appropriate writ directing the Respondents, particularly Respondent no. 2 & 3, to allow the Petitioners to submit his FMGE application and appear in the FMGE examination pending the issuance of their NEET (UG) scorecards and Eligibility Certificate, and/or; This is a digitally signed order. The Order is downloaded from the DHC Server on 30/07/2026 at 15:36:32 b) Direct Respondent No. 1 (NTA) to expedite the issuance of the NEET (UG) score card to the Petitioners within a reasonable time frame, and/or; c) Direct Respondent No. 2 (NMC) to issue a provisional Eligibility Certificate to the Petitioner, enabling him to sit for the FMGE, pending the submission of the NEET score card, and/or. . ...” 2. The brief facts of the case are that the petitioners are medical degree holders from foreign Universities and want to appear for the Foreign Medical Graduate Examination (“FMGE”), conducted by the National Board of Examinations in Medical Sciences (“NBEMS”). However, the Information Bulletin issued by NBEMS for FMGE, requires mandatory submission of NEET-UG Scorecard and the petitioners are unable to find or retrieve their NEET-UG 2019 and 2020 Scorecards. 3. The learned counsel for the petitioners, states that the respondent No. 1, namely National Testing Agency (“NTA”) has furnished particulars of the petitioners as available in their database, and the same can be perused by this Court to issue directions to treat this order as NEET-UG Scorecards of the respective petitioners. 4. The respondent No. 1/NTA, has filed counter affidavits mentioning relevant details and particulars of the petitioners, which read as under:- This is a digitally signed order. Accordingly, the respondent No. 3/NBEMS is directed to treat this Order as Scorecards for NEET-UG 2019 and 2020 examination in respect of the petitioners and consequently, the requirement on part of the petitioners to furnish Scorecard of NEET-UG 2019 and 2020 for FMGE 2026 and also for future FMGE stands discharged. 6. The petition is disposed of in the aforesaid terms, along with pending applications, if any. 7.
