Petitioner seeks appointment to the post of Primary Trained Teacher pursuant to the Advertisement of 2002. 3. Jharkhand Public Service Commission, on the recommendation of the State of Jharkhand published Advertisement for appointing Primary Trained Teacher. 4. Admittedly, the petitioner appeared in the selection process and was unsuccessful, on the ground that the petitioner does not have requisite qualification, which is approved by the NCTE. 5. Learned counsel for the petitioner submits that the petitioner has obtained the degree of teacher training in the year, 1993 whereas the NCTE Act came into force from 01.07.1995, thus, the respondents cannot take a plea that the institute from where the petitioner has obtained the teacher training certificate is not recognized. 6. After going through the records, I find that admittedly the petitioner is seeking appointment pursuant an Advertisement of 2002. The entire process has been concluded way back in the year, 2005. The petitioner in 2023 had filed this writ petition. 7. Further, from the record, I find that the petitioner does not possess any B.Ed degree. She is a Montessori Trained Teacher. Annexure-2 is the certificate of Montessori Teacher’s Training Examination. This qualification is not equivalent to B.Ed degree. 8.
