HIGH COURT OF JUDICATURE AT ALLAHABAD PUBLIC INTEREST LITIGATION (PIL) No. - 2030 of 2026 Chief Justice's Court HON'BLE ARUN BHANSALI, CHIEF JUSTICE HON'BLE KSHITIJ SHAILENDRA, J.
1. This purported PIL by the petitioner, a Teacher, has been filed seeking a direction regarding removal of irregularities and ensuring proper educational atmosphere in Primay School Chatari, Block Pahasu, District Bulandshahr.
2. When the petition came up before this Court on 02.09.2026, it was
directed as under:-
"1. The present PIL has been filed by the petitioner, an Assistant Teacher in Primary School Chauganpur, Block Pahasu, District Bulandshahr,
directed against the Head Master, Tej Prakash Sharma, Primary School, Chatari situated in the said block, who has not been impleaded as party respondent to the present petition.
2. From the instructions which have been produced by learned Standing Counsel for the District Basic Education Officer, it is apparent that both the petitioner as well as the said Tej Prakash Sharma, apparently, are heading two groups who are deadly against each other and, apparently, instead of teaching at the schools in question, are indulging in one- upmanship. Filing of PIL is apparently a step in this direction.

From the conduct of both the petitioner as well as Tej Prakash Sharma, which is reflected from the instructions produced, it is apparent that they are not fit to continue to remain posted in the same block/close proximity. Versus Counsel for Petitioner(s) : Jitendra Kumar, Prasoon Tomar Counsel for Respondent(s) : Anurag Shukla, C.S.C., Kamla Pati Shukla, Yatindra Harendra Kumar Singh .....Petitioner(s) State of U.P. and 3 others .....Respondent(s)
