By way of the present writ petition, the petitioners seek following reliefs” “a) Issue an appropriate writ, order or direction, more particularly in the natures of Mandamus directing the Respondents to forthwith process and decide the petitioners’ request/application dated 30.03.2026 seeking issuance of NOC/approval in respect of the inter-country relative adoption of minor child Seraa Khatri, in accordance with law and within a time- bound period. b) Issue an appropriate writ, order or direction directing the Respondents to process the case of the Petitioners without insisting upon registration/compliance through CARINGS Portal in view of absence of any functional category/ mechanism for completed inter-country relative adoption cases; This is a digitally signed order. The Order is downloaded from the DHC Server on 30/07/2026 at 15:20:27 c) Issue an appropriate writ, order or direction directing the Respondents to acknowledge and process the Adoption Deed dated 03 .06.2024 registered under Section 60 of the JJA along with all supporting and statutory documents submitted by the Petitioners; d) Issue an appropriate writ, order or direction directing the Respondents to disclose the present status, file movement, ... concerned officer details and stage of processing concerning the Petitioners' application/request; e) Issue a Writ of Mandamus directing the Respondent Authority to process the Petitioners' request for NOC/approval without insisting on CARINGS portal registration; f) Direct the Respondents to take a reasoned and speaking decision on the Petitioners' application within a fixed time frame;” 4. Issue notice. The learned counsel accepts notice on behalf of the respondents. 5. The learned counsel appearing for the petitioners states that the petitioners have filed repeated representations regarding completion of requisite formalities. However, their representations have not been dealt with. 6. In these circumstances, it is directed that the present writ petition be treated as a representation on behalf of the petitioners and the same will be decided by the competent authority within a period of six weeks from date under intimation to the petitioners. 7. In case of any further grievance, the petitioners are at liberty to approach this Court. It is however clarified that this order will not have any bearing on the merits of the case. 8. With these directions, the present writ petition stands disposed of. Pending application, if any, also stands disposed of. 9. The order be uploaded on the website forthwith. DR.
