1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:-
“I. Issue an appropriate writ, order or direction in the nature of Mandamus, directing the Respondent No.1, Directorate General of Training (DGT), Ministry of Skill Development and Entrepreneurship, Government of India, and the other Respondents to forthwith conduct the mandatory Joint Inspection of the Petitioner’s Industrial Training Institute for expansion of the Electrician Trade (8+4+4 Units) by constituting an appropriate inspection This is a digitally signed order. team or by nominating another competent State Representative, if necessary; II. Issue an appropriate writ, order or direction directing the Respondents to consider and decide the Petitioner’s representation dated 14.07.2026 for expansion of the Electrician Trade (8+4+4 Units) strictly in accordance with the applicable Affiliation Norms and other governing guidelines, within a time frame to be fixed by this Hon’ble Court; III. Issue an appropriate writ, order or direction directing the Respondents to grant approval/recognition for the Academic Session 2026, if the Petitioner is otherwise found to have fulfilled all the prescribed eligibility conditions, without denying such approval on account of the delay attributable solely to the Respondents in conducting the Joint Inspection; IV. Issue an appropriate writ, order or direction declaring that the Petitioner shall not be prejudiced or deprived of recognition for the Academic Session 2026 on account of the inaction, delay or omission of the Respondents, inasmuch as the Petitioner has duly complied with all requirements under the applicable Affiliation Norms; V. Issue an appropriate writ, order or direction directing the Respondents to dispose of the Petitioner’s representations dated 17.06.2026 and 14.07.2026 by passing a reasoned and speaking order within a time to be This is a digitally signed order.

2. For the reasons stated in the petition, issue notice. 3. There is nobody appearing on behalf of respondent No. 3. 4. Mr. Saha, learned counsel accepts notice on behalf of the respondent nos. 1 and 2 and has handed over an email dated 21.07.2026 in Court today, wherein the operative paragraph reads as under:
“Prayer Therefore, in the light of the aforementioned facts and circumstances, it is requested that the Ld. Counsel appearing on behalf of the Respondents, may apprise the Hon’ble High Court that the inspection shall be conducted within 2 weeks and thereafter, the SCAA shall decide the matter within 2 weeks from the date of receipt of the inspection reports. The Ld. Counsel is requested to ensure that the matter is disposed off at the next date of hearing i.e. 22.07.2026.”

In view of the statement of the learned counsel, the petition is allowed and the inspection shall be conducted within 2 weeks from the date of the uploading of the order and thereafter, the SCAA shall decide the matter within 2 weeks from the date of receipt of the Inspection Report. 6. The petition is allowed and disposed of in the aforesaid terms. 7. The email dated 21.07.2026 handed over in Court today is taken on record.
