This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- “a. Issue an appropriate Writ, Order or Direction in the nature of Mandamus directing the Respondents to forthwith stop and restrain all illegal and unauthorized construction activities, This is a digitally signed order. The Order is downloaded from the DHC Server on 28/07/2026 at 11:41:13 illegal plotting, colonization and developmental activities being carried out over land comprised in Khasra Nos. 615/3, 615/2, 611, 612 and 614 situated near Balaji Mandir, Village Sabhapur, Ward No. 250, Karawal Nagar, North-East Delhi, and further direct demolition, sealing and removal of all unauthorized structures raised thereon in accordance with law;AND/OR b. Issue an appropriate Writ, Order or Direction directing the Respondents to conduct an immediate joint inspection/survey of the aforesaid area through responsible officers of DDA, MCD, Delhi Jal Board and DPCC, identify all persons/entities involved in illegal colonization, unauthorized construction and illegal extraction of groundwater through unauthorized borewells, and to initiate appropriate civil, criminal and departmental proceedings against the violators as well as against erring officials who have failed to discharge their statutory duties despite repeated complaints and representations made by the Petitioner; AND/OR c. Issue an appropriate Writ, Order or Direction directing the Respondents to immediately stop, seal and disconnect all illegal borewells and groundwater extraction activities being carried out in the aforesaid area and to ensure preservation of the agricultural and environmental character of the land in accordance with the Master Plan of Delhi, environmental laws and the constitutional mandate of sustainable development; AND/OR This is a digitally signed order. Issue an appropriate Writ, Order or Direction directing Respondent No.2/DDA and Respondent No.3/MCD to ensure that no fresh construction, reconstruction, addition, alteration or further development activity is permitted or carried out in the subject land during the pendency of the present proceedings. …” 2. It is the case of the petitioner that he is a resident of village Sabhapur, ward No. 250, Karawal Nagar, North-East Delhi, and there is illegal unauthorized colony being developed over agricultural land comprising Khasra Nos. 615/3, 615/2, 611, 612 and 614, situated near Balaji Mandir. 3. It is stated the several builders and property dealers are carving out plots and selling the land to unsuspecting individuals leading to chaos and environmental degradation. 4. For the said reasons, issue notice. 5. Ms. Gupta, Mr. Singh, Mr. Dhamija, and Mr. Narender Pal Singh, learned counsels accept notice on behalf of the respondent Nos. 1, 2, 4, and 5 respectively. Mr. Sannu, who is present in Court has been requested to appear on behalf of the respondent No. 3/MCD and he accepts notice for the respondent No. 3. 6. I am of the view, that the present writ petition shall be treated as a representation and the authorities shall look into the allegations, investigate the same and take appropriate actions in accordance with the law. 7. With these directions, the petition is disposed of. 8.
