At the outset, learned counsel for the petitioners submits that the petitioners may be allowed to make a representation raising all their grievances before the competent authority of the respondents and in turn, the said authority may be directed to decide the same within a certain time frame, which is not opposed by the other side. 2. In the circumstances, it is directed that the petitioners shall make a representation raising all their grievances before the competent authority of the respondents within a period of one month from the date of receipt of a copy of this order. On such representation being made, the competent authority of the respondents shall consider and decide the same within a further period of 4 months from the date of receipt of representation, in accordance with law. However, it is made clear that this Court has not expressed any opinion on the merits of the case and the competent authority of the respondents would be at liberty to decide the representation, on it own merits, in accordance with law. 3.
