The non-applicants are not present though served. 5. The reason given by the applicants is that the applicant No.1 was suffering from mental disorder and applicant Nos.2 to 4 were taking care of him. The applicants have filed on record documents showing that applicant No.1 was suffering from mental disorder. 6. Considering the reason given in the application, delay of 429 days is condoned subject to costs of Rs.10,000/- to be deposited with the Public Welfare Account maintained with Union Bank of India, High Court Branch, Civil Lines, Nagpur, bearing Account No. 129712010001014 and IFSC Code UBIN0812978.
