Petitioner claims to be a registered Association of outsourced employees who work in different Government Departments. 3. It is the grievance of the petitioner/Association that the Government is coming out with a policy decision to recruit outsourced employees through District Level Co-operative Societies. 4. Petitioner/Association claims that, it has filed a representation to respondents No.1 and 2 to consider their grievance and it is the contention that the representations are not yet considered. 5. Learned Government Advocate would oppose the petition on the premise that the prayer sought is in the nature of positive direction to grant certain benefits. - 4 - HC-KAR NC: 2026:KHC:13010 WP No. 2647 of 2026 6. The Court has considered the contentions raised at the Bar and perused the records. 7. At this juncture, there cannot be a positive direction to confer benefits in pursuance to the representation given by the petitioner/Association. However, there is no impediment for the Government to consider the representation and to issue appropriate endorsement in accordance with law. 8. The exercise shall be completed within 45 days from today. 9. It is made clear that this Court has not expressed anything on the merits of the representation. 10.
