The petitioner has filed this writ petition seeking a mandamus directing the respondent-University to (i) constitute a Students’ Grievance Redressal Committee at the University Level in strict compliance with the UGC (Redressal of Grievances of Students) Regulations, 2023, etc.; (ii) to direct the respondent University to issue necessary directions to all affiliated colleges, and institutions to constitute Students’ Grievance Redressal Committee (iii) to direct the respondent University to appoint a duly qualified ombudsperson in terms of the said Regulations; and (iv) also sought a mandamus directing the respondent-University to provide and operationalise an online / virtual hearing facility before the Students' Grievance Redressal Committee and before the Ombudsman, and further direct respondent No.3 to issue an appropriate direction and take necessary regulatory measures to ensure - 4 - HC-KAR NC: 2026:KHC:11628 WP No. 177 of 2026 that such an online or virtual hearing facility is made available. 2. As far as relief Nos.(i) to (iii) are concerned that respondent No.2 has filed a memo stating that the University has constituted the Students' Grievance Redressal Committee at the College level and produced a copy of the notification. 3. Insofar as relief No.(iv) is concerned that the petitioner has submitted a representation at Annexure-B on 08.11.2025 to respondent No.1- University requesting an online hearing facility. The respondent-University has not passed any order on the said representation at Annexure-B. 4. Learned counsel for the respondent - University submits that if a reasonable time is granted, the University shall consider the representation of the petitioner at Annexure-B, and would pass an appropriate order, in accordance with law. - 5 - HC-KAR NC: 2026:KHC:11628 WP No. 177 of 2026 5. In view of the submissions made by the learned counsel for the respondent-University, nothing further survives for consideration in this writ petition. 6. Accordingly, the writ petition is disposed of as having rendered infructuous. 7. Respondent No.3 is directed to consider the representation vide Annexure-B and pass an appropriate order. 8. Respondent No.3 shall, before passing an order, provide an opportunity of personal hearing to the petitioner, and thereafter pass an appropriate order, in accordance with law. 9.
