Learned counsel for petitioners submits that petitioners were appointed as EMT (Para Medical Staff) employed by respondent No.2 and was directed to work in Mahatari Express Emergency Ambulance Service run under Dial 102 in the year 2014 and 2018 respectively and since then they are continuously giving their services in 102 Mahatari Express Emergency Ambulance. They have also given services during Covid-19 Pandemic period. Petitioners have given their services taking risk of their life, therefore, considering the nature of services granted by temporary employee like petitioners, State Government has issued an order/circular dated 07.12.2021 and 03.07.2023 for giving them additional 10 bonus marks in recruitment of Class-III and Class-IV posts within the State of Chhattisgarh. In most of the District, CMHO have issued relevant certificate mentioning that those employee have worked during Covid-19 Pandemic, for grant of benefit of 10 bonus marks, however, petitioners were not issued such certificate against which, petitioners have also submitted representation on 27.07.2023 and 31.07.2023, however, till date no decision has been taken. He also contended that similarly situated persons have filed writ petitions before this Court bearing WPS No.2283 of 2025, which was disposed of on 24.04.2025 directing respondents therein to issue necessary 3 certificate in compliance of the order dated 07.12.2021 and 03.07.2023 to be used for grant of 10 bonus marks in government recruitment proceedings. He contended that in the aforementioned facts of the case, respondents No.3 and 4 be directed to consider the representation submitted by petitioners and to pass appropriate orders granting relevant certificate in favour of petitioners. 3. Learned counsel for respondent No.2 submits that there is no specific pleading in the writ petition that respondent No.2 has engaged the petitioners at any point of time. Appointment/confirmation letter which is placed on record (Annexure P-1) is issued by GVK EMRI, Chhattisgarh Human Resources. 4. Learned State counsel submits that in view of the limited prayer made by learned counsel for petitioners seeking direction to respondent No.3 and 4 to consider and take decision on the pending representation, he is having no objection. He submits that representation stated to be submitted by petitioners is of the year 2023, therefore, if petitioners submit fresh representation, it will be considered in accordance with law. 5. Taking into consideration the facts and circumstances of the case without entering into merits of the claim of petitioner I find it appropriate to dispose of this petition permitting petitioners to submit fresh detailed representation raising all the grounds as raised in this writ petition and in the event petitioners submit fresh representation, the concerned authority shall consider and decide the same, in accordance with law, expeditiously preferably within further period of 4 four weeks from the date of receipt of representation.
