. 2026 Heard Mr. B. J. Mukherjee, learned counsel for the petitioners and Mr. K.K. Parasar, learned Addl. Public Prosecutor, Assam for the State respondent.
2. This bail application has been filed by the petitioner namely, Monoj Ray, under Section 482 of Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, seeking bail in connection with CID P.S. Case No. 10/2025 under Sections 120 B/
Page No.# 2/2 420/ 468/ 471 of IPC, R/w Section 66 (D) of I.T. Act, 2000.

On 17.05.2025 an FIR was lodged before the APS, CID Police Station by the Secretary to the Govt. of Assam, Welfare of Minorities & Development Department, Director, Assam Minorities Development Board and SNO, Pre-Matric Scholarship for Minorities, Assam informing inter alia about misappropriation of funds/anomalies in respect of the Pre-Matric Scholarship (Central Sector Scheme) for Minorities implemented through the National Scholarship Portal during the academic year 2021-22 and 2022-23.
4. The CD as called for has been received.
5. The learned Addl. P.P with reference to the CD has submitted that 172 applied for the scholarship from the petitioner and 165 of them have been verified and they also received the scholarship.
6. It is further submitted that there is no such material as far as the present petitioner is concerned in connection with the allegations in the FIR.
7. Having regard to the above, the prayer for pre-arrest bail is allowed. The petitioner in the event of his arrest, shall be released on bail on furnishing a bail bond of Rs. 20,000/- (Rupees Twenty Thousand only) with one surety of the like amount to the satisfaction of the Arresting Authority.
8. In terms of the above, the anticipatory bail application stands disposed of.
