The present writ petition has been filed for following reliefs:- “a. For issuance of appropriate writ(s)/ order(s)/ direction(s) particularly in the nature of Certiorari for quashing the list of prohibited land (Annexure-3 Series) issued for registration of or transfer of land, which is uploaded on the website of the Government of Jharkhand by The Revenue, Registration and Land Reforms Department, State of Jharkhand relating to Khata No.-426, Plot No.-1441 (2.38 acres), Plot No.-3580 (8.9 decimals), Plot No.-3274 (1.49 acre), Plot No.-1280 (12 decimals), Plot No.-3123 (2.46 acres), Plot No.-3083 (24 decimals), belonging to the petitioner under Anchal -Ratu, Mauza-Ratu, Thana No.-79, District-Ranchi; b. Further the petitioner prays for issuance of appropriate writ(s)/order(s)/ direction(s) directing the respondents to remove the land in question from the prohibited list of National Generic Document. Registration System (NGDRS). c. Further the petitioner prays for issuance of appropriate writ(s)/order(s)/direction(s) in the nature of mandamus commanding upon the respondent authorities to accept rent and issue rent receipt of the land in question in the garb of showing 2026:JHHC:5549 Page | 2 W.P. (C) No.1412 of 2026 the land in question in prohibited list unilaterally prepared by the respondents and rent receipts are not being issued by the circle office without any reason from 2016 onwards.” 2. The action of the State is based upon the notification No. 1132 dated 26.08.2015, which is on the basis of Section 22-A of the Registration Act, 1908. The Section 22-A of the Registration Act, 1908 has already been declared ultra vires by the Division Bench of this Court vide order dated 01.05.2025, passed in W.P.(C) No. 5088 of 2018 and analogous cases. 3. In view of the order dated 01.05.2025 passed by the Division Bench of this Court, the list of prohibited land (Annexure-3 Series) is hereby quashed. Further, the respondents are directed to remove the land of the petitioner from the list of prohibited land and accept the rent and issue rent receipt. 4.
