1. Petitioner has filed this writ petition seeking following reliefs:-
“10.1 That, this Hon’ble Court may kindly be pleased to call for the entire record from the respondents concerning the Review DPC held by the respondents for promotion to the post of Professor from the post of Assistant Professor for its kind perusal. 10.2 That, this Hon'ble Court may kindly be pleased to pass an appropriate writ / order directing the respondents to hold a further review DPC of the Review DPC held on 22.04.2025 again in order to consider the candidature of the petitioner for promotion to the post of Professor (Zoology) from the post of Assistant Professor (Zoology) from the date the juniors to the petitioner (respondent No. 4) were promoted, i.e. with effect from 19.08.2016. 10.3 That, this Hon'ble Court may kindly be pleased to pass an appropriate writ / order directing the respondents to issue the order of promotion concerning the petitioner to the post of Professor (Zoology) from the date the juniors to the petitioner (respondent No. 4) were promoted, i.e. with effect from 19.08.2016, with all consequential benefits. 10.4 Any other relief, which this Hon'ble Court, may deem fit and proper, in the facts and circumstances of the case.”

Learned counsel for petitioner submits that petitioner is senior most Assistant Professor in Zoology Department and has become eligible for
consideration for promotion on the post of Professor, Zoology. He submits that pursuant to order passed by this Court in WPS No. 1898 of 2018 and batch of other writ petitions decided on 05/09/2024 respondent department has convened Review DPC. According to direction issued by this Court not only the petitioner but also the other employees are to be considered for promotion but when the Review DPC was conducted, petitioner was not considered in promotion. He submits that at the time of considering the candidates for promotion for the post of Zoology details and particulars of petitioner was also called
3 / 3 for from the Principal, and according to her instructions details were forwarded vide Annexure P-4 but name of petitioner did not find its place in list of promoted professors. Upon enquiry she was informed that her details and particulars were not received by the State Government. Being aggrieved, petitioner submitted a representation before respondent no. 1 Annexure P-8 vide order dated 05.06.2025 which is still pending consideration and no decision has been taken, therefore direction be issued to respondent no. 1 to consider and take decision on pending representation at the earliest.

Learned counsel for State submits that as petitioner is not pressing this writ petition on merits and is only seeking direction to respondent no. 1 to consider and take decision on representation submitted by petitioner, she is having no objection.

On due consideration of submission made by learned counsel for the parties and considering the nature of grievances raised in this writ petition, I find it appropriate to dispose of this writ petition at this stage, directing respondent no. 1 to consider and take decision on representation submitted by petitioner, in accordance with law, expeditiously, preferably within a further period of 02 month from the date of receipt of the Order.
5. With the aforesaid observation and direction, this writ petition stands
