JUSTICE S.G.PANDIT) Petitioner is before this Court aggrieved by order dated 13.04.2023 in Application No.1673/2022 passed by the Karnataka State Administrative Tribunal at Bengaluru (for short, 'the Tribunal') rejecting his challenge to the discharge on the ground that the petitioner was before the Tribunal 14 ½ years after the impugned order. 2. Heard learned counsel Sri.D.K.Kiran Kumar for petitioner and learned Additional Government Advocate - 3 - HC-KAR NC: 2026:KHC:11676-DB WP No. 29251 of 2023 Sri.Vikas Rojipura for respondents. Perused the entire writ petition papers. 3. The petitioner who was working as Village Accountant was discharged from service by order dated 24.11.2006 in exercise of power under Rule 6 of Karnataka Civil Services (Probation) Rules, 1977. The petitioner having kept quiet for nearly 15 years approached the Divisional Commissioner by filing appeal/revision on 23.08.2019. The said appeal/revision was rejected under endorsement dated 21.09.2019 (Annexure-A4). 4. Thereafter, the petitioner approached the Tribunal in the above stated application in the year 2022. Along with application, I.A-I under Section 21(3) of Administrative Tribunals Act, 1985 was also filed praying to condone delay of 14 years 5 months in approaching the Tribunal. The Tribunal has recorded that absolutely no reasons are assigned by the petitioner to condone the - 4 - HC-KAR NC: 2026:KHC:11676-DB WP No. 29251 of 2023 delay of more than 14 ½ years. When no cause, much less sufficient cause is shown to condone the delay, the Tribunal is justified in dismissing the application solely on ground of delay and latches. Before this Court also the petitioner has failed to explain long and inordinate delay of 14 ½ years in challenging order of discharge. 5.
