Having heard the learned counsel appearing for the parties and on perusal of the prayer made in the writ petition, I am of the view that the writ petition is not maintainable as the respondent No.2 is not an instrumentality of the State under Article 12 of the Constitution of India to exercise writ jurisdiction.
