Learned counsel for respondent State Information Commission submits that second appeal filed by petitioner was decided by a common judgment in bunch of second appeal by State Information Commission, therefore, case of petitioner was not heard on merit and he has received instructions that petitioner is advised to file a recall application under provisions of U.P. Right to Information Rules, 2015. 3. Learned counsel for petitioner submits that a liberty be granted to petitioner to file an application for recall of order of second appeal. 4. In view of above, a liberty is granted to petitioner to file a proper application under relevant provisions of Rules, 2015 for recall of order of second appeal and in case it is filed within 3 weeks from today, the same shall be decided expeditiously considering a fact that earlier petitioner was not heard. 5.
