By way of the present interlocutory application, the applicant seeks impleadment of the incumbents holding the posts of Inspector of Schools, Darrang District Circle, Mangaldoi; Inspector of Schools, Udalguri District Circle, Udalguri; and Headmaster, Tangla Model School, Tangla, Udalguri, as newly impleaded contemnor Nos. 5, 6 and Page No.# 3/4 7, respectively, in the connected Cont.Cas(C) No. 556/2020. It appears that at the time of institution of the connected contempt petition, the incumbents to the aforesaid posts were not arrayed as contemnors. The present application has been filed on the ground that, upon realizing that the said officials are also responsible for implementation of the directions contained in the order of this Court dated 20.11.2019 passed in WP(C) No. 6279/2017, and that they have allegedly failed to comply with the said directions, their impleadment has become necessary for effective adjudication of the contempt proceedings. Heard the learned counsel for the parties and perused the materials available on record. From the pleadings, it appears that the incumbents to the aforesaid posts are alleged to have failed to take the necessary steps for release of the salary of the petitioner in terms of the judgment and order dated 20.11.2019 passed by this Court in WP(C) No. 6279/2017. In the opinion of this Court, their presence is necessary for the effective and complete adjudication of the contempt proceedings. Accordingly, the following officials are impleaded as contemnor Nos. 5, 6 and 7, respectively, in Cont.Cas(C) No. 556/2020: 5.
