$~62 * IN THE HIGH COURT OF DELHI AT NEW DELHI + W.P.(C) 8925/2026 SYED MOHD UMAR .....Petitioner Through: Ms. Varsha Gola, Advocate for Mr. Akhil Anand, Advocate. versus GOVERNMENT OF NCT OF DELHI AND ORS.....Respondents Through: Mr. Sameer Vashisht, Standing Counsel (Civil) for Respondent No.1. Mr. Manu Chaturvedi, Standing Counsel for Respondent No.2/MCD. Mr. Jivesh Kumar Tiwari, CGSC with Ms. Pallavi Talwar, G.P. & Ms. Nandini Aggarwal, Advocate for Respondent No.3/Commissioner of Police, Delhi. CORAM: HON'BLE THE CHIEF JUSTICE HON'BLE MR. JUSTICE TEJAS KARIA O R D E R % 09.07.2026 1. Heard the learned Counsel for the Parties. 2. This Petition purportedly has been filed with a prayer which appears to be omnibus in nature whereby a direction has been sough to the Respondent authorities to remove all unauthorized religious structures existing upon public parks, green belts, playgrounds, roads, footpaths, civic amenity sites and all other public lands within the territory of Delhi. 3. A further prayer made in the Petition is that Respondent be directed to remove all unauthorized religious encroachments and all commercial and residential constructions existing in public land and further to restore the public parks, green belts, playgrounds, open spaces and civic amenity lands. Certain other prayers have been made seeking directions to the Respondents to prepare Zone-wise and Ward-wise inventory of all such unauthorized religious encroachments allegedly made upon public land in Delhi and to remove them and further to constitute Joint Special Task Force for identification, prevention and removal of future encroachments upon public land. 5. The Petitioner also prays for issuing direction to fix responsibility of the concerned authorities and also to establish an accessible online portal for entertaining such complaints. 6. As already observed above, all the prayers made in the Petition are general and omnibus in nature. In absence of any specific allegation regarding encroachment etc. or existence of illegal construction on particular identified sites as also the nature of construction and encroachment might become difficult for the Court to issue any such directions which have been sought by the Petitioner in the Writ Petition. 7. Accordingly, the prayers, as it is, in our opinion cannot be granted in absence of appropriate and adequate pleadings. In these circumstances, the Writ Petition is dismissed. However, liberty is granted to the Petitioner to file fresh petition with the specific details and appropriate and adequate pleadings.
