According to the petitioner, she is serving as Shiksha Mitra in District Bageshwar since 2003. 4. It is the case of the petitioner that she possesses all eligibility conditions for regular appointment as Assistant Teacher, Government Primary School; she has qualified TET-I and she also possesses D.El.Ed. qualification, which is sufficient for appointment as Assistant Teacher. Petitioner has relied upon a Government Order dated 16.08.2019, wherein it was provided that such Shiksha Mitra, who possess two years D.El.Ed. qualification and have also passed TET may be given regular appointment. 5. By means of this writ petition, petitioner has sought the following relief:- “i. Issue a writ, order or direction in the nature of mandamus commanding the respondents to grant appointment to the petitioner on the post of Assistant Teacher, Government Primary School, like other Shikshya Mitra.” 6. Learned State Counsel submits that since petitioner has sought a writ of mandamus and she has also made a 2026:UHC:23 representation to the competent authority, therefore, the competent authority be directed to look into the grievance raised by petitioner in her representation. 7. Learned counsel for the petitioner, however, submits that petitioner be permitted to make fresh representation. 8. Accordingly, the writ petition is disposed of by permitting the petitioner to make separate representation to the District Education Officer (Elementary), Bageshwar, within ten days from today. If petitioner makes representation within stipulated time, the District Education Officer concerned shall examine the matter and take decision, as per law, within eight weeks thereafter.
