Kadapa District, as illegal and arbitrary, and consequently direct the respondent No. 5 to take necessary action in accordance with law. 2. The learned counsel for the petitioner sought permission of this Court to withdraw the writ petition with liberty to file a fresh writ petition and made an endorsement on the file to that effect. 3. Accordingly, the writ petition is dismissed as withdrawn, granting liberty to the petitioner, as prayed for. There shall be no order as to costs.
