When the matter is taken up for hearing, it is observed that after hearing the matter at the stage of admission, this Court passed an interim order dated 12.02.2016, which reads as follows: “There shall be an interim suspension as prayed for, since the blacklisting of the petitioner under the impugned order cannot be done in violation of principles of natural justice notwithstanding the clause 9(1) of the terms and conditions of the Contractor Registration Procedure, in view of the judgment of the Supreme Court in Eurasian Equipments & Chemicals Ltd. Vs. State of West Bengal & Ors (1975(1)SCC 70).” 4. Learned counsel for the respondents submits that the period of blacklisting the petitioner’s company was issued for a period of three years. He further submits that since the matter pertains to the year 2016, the period of three years was already elapsed long back.
