BEFORE HONOURABLE MR. JUSTICE KAUSHIK GOSWAMI ORDER Date : 27.07.2026 Heard Mr. M. K. Mishra, learned counsel appearing for the petitioners. Also heard Mr. R. Borpujari, learned Standing Counsel appearing for the Finance Department. By way of the present interlocutory application, the applicants seek impleadment of the proposed respondents in the connected writ petition, being WP(C) No. 2558/2025. It appears that while instituting the connected writ petition, the following authorities were not arrayed as respondents: (i) The Secretary to the Government of Assam, General Administrative (Secretariat Gazetted Cell) Department, Dispur, Guwahati–781006; and (ii) The Deputy Secretary to the Government of Assam, General Administrative (Secretariat Gazetted Cell) Department, Dispur, Guwahati–781006. When the connected writ petition was last taken up on 11.06.2026, this Court granted liberty to the petitioners to take appropriate steps for impleading the aforesaid authorities as party respondents. Pursuant thereto, the present interlocutory application has been filed. I have heard the learned counsel appearing for the parties and perused the materials available on record. Upon consideration of the matter, this Court is of the view that the
Page No.# 3/3 presence of the aforesaid proposed respondents is necessary for the complete and effective adjudication of the issues involved in the connected writ petition. Accordingly, the prayer for impleadment deserves to be allowed. Consequently, The Secretary to the Government of Assam, General Administrative (Secretariat Gazetted Cell) Department, Dispur, Guwahati– 781006 and The Deputy Secretary to the Government of Assam, General Administrative (Secretariat Gazetted Cell) Department, Dispur, Guwahati– 781006 are impleaded as respondent Nos. 4 and 5, respectively, in WP(C) No. 2558/2025. The interlocutory application accordingly stands disposed of.
