pleased toIt is therefore prayed that this Honble Court may be pleased to issue an appropriate Writ, Order or Direction, more particularly one in the nature of a Writ of Mandamus, declaring the action of the respondents in not paying a sum of Rs.6,61,681/- (Rupees Six Lakhs Sixty One Thousand Six Hundred and Eighty One only) towards the work entrusted to the petitioner by the respondents under the Work Agreement for construction of the incomplete Shadikhana Building at Giddalur Village and Mandal, Prakasam District, as arbitrary, illegal, unreasonable, colourable exercise of power, abdication of their statutory duty and contrary to the well established principles of law, and consequently as being violative of the fundamental rights guaranteed to the petitioner under Articles 14, 19 and 21 of the Constitution of India, and consequently direct the respondents to release and pay to the petitioner the aforesaid sum of Rs.6,61,681/- (Rupees Six Lakhs Sixty One Thousand Six Hundred and Eighty One only) towards the work executed by the petitioner pursuant to the said Work Agreement, together with such interest as this Honble Court may deem fit and proper, and pass such other order or orders as this Honble Court may deem fit and proper in the circumstances of the case.

The Court made the following Order:-
The learned counsel for the petitioner submits that the petitioner is aggrieved by the action of the respondents in not paying a sum of Rs.6,61,681/- (Rupees Six Lakhs Sixty One Thousand Six Hundred and Eighty One only) towards the work entrusted to the petitioner by the respondents for construction of the incomplete Shadikhana Building at Giddalur Village and Mandal, Prakasam District vide Agreement No.56/2018- 19 dated 05.06.2018. 2. It is submitted that the petitioner had completed the works entrusted to him and that the competent authority of the respondents had also approved the payment due and payable to the petitioner. The respondents have also recorded the progress of the works and the amounts due and payable to the petitioner. 3. Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for the respondents. 4. During the course of hearing, the learned Government Pleader appearing for the respondents submits that the works have been completed and that the petitioner has also submitted the final bills and the amounts due and payable to the petitioner have been duly admitted. It is submitted that further funds are awaited and that, soon after the release of the funds, the bills due and payable to the petitioner shall be cleared. 4

Recording the submissions, this writ petition is disposed of, directing the respondents to verify and release the payments due and payable to the petitioner as expeditiously as possible, preferably within a period of six (06) weeks from the date of receipt of a copy of this order.
