Sarmah, the learned counsel appearing on behalf of the Petitioners. Mr. R. Borppujari, the learned counsel Page No.# 4/5 appears on behalf of the Revenue Department and Mr. N. Das, the learned counsel appears on behalf of the State Respondents. 2. 11 Petitioners claim rights over a plot of land covered by Dag Nos.565, 566, 567 and 568 pertaining to the 2nd R.S. Patta No.191 which have now been brought under Town Block No.1, Plot No.176 on the basis of inheritance being the legal heirs of one Sitara Banu Bibi who was the original owner of the said plot of land. 3. The grievance of the Petitioners is that although the Petitioners sought for mutating their names in the revenue records by filing applications before the Respondent No.4, however, the said process has not been proceeded with by the Respondent No.4 and on account of the delay and inaction on the part of the Respondent No.4, the Petitioners being aggrieved have approached this Court by filing the present writ petition. 4. This Court duly takes note of that the applications were filed in the year 2025, and as such, as per the provisions of the Assam Land and Revenue Regulation, 1886, the Respondent Nos.3 and 4 ought to have decided the application taking into account that at present, the 3rd Revenue Settlement proceedings are going on. 5. Considering the above, this Court therefore disposes of the Page No.# 5/5 instant writ petition. 6. This Court had not decided the inter-se rights of the Petitioners to have their names included in the mutation records, which aspect the Respondent Nos.3 and 4 shall duly decide thereby directing the Respondent Nos.3 and 4 to take effective steps for an early conclusion of the said mutation proceedings and preferably within a period of 4 months from the date a certified copy of the present order is served upon the Respondent No.3.
