Ralte, learned counsel for the applicants, who submits that by filing this application, the applicants seek impleadment of the Secretary to the Govt. of India, Ministry of Environment, Forest & Climate Change, Indira Paryavaran Bhawan, Jorbagh road, New Delhi-110003 as respondent No. 7 in the main writ petition.
