Petitioners have filed this petition seeking following relief (s):- “10.1 That this Hon'ble Court may kindly be pleased to call the entire records pertaining to the case of the petitioners from the respondents. 10.2 That, this Hon’ble Court may kindly be pleased to direct the respondent authorities to grant second time bound pay scale in favour of petitioners with effect from the date of completion of 20 years services, with arrears, in accordance with law. 10.3 That any other relief/order which may deem fit and just in the facts and circumstances of the case, including cost of the petition may kindly be awarded to the petitioners” 2. Learned counsel for petitionerd submits that petitioners at present are working as Peon. They have completed more than 20 years of service on the said post. After completion of 10 years of service, petitioners were granted first time pay scale, however, the benefit of second time pay scale is not extended to petitioners even after forwarding proposal by the Block Education Officer to District Education Officer in this regard. He submits that similarly situated employees have been extended benefit of second time pay scale, therefore, action of respondent No.5 is arbitrary and discriminatory. 3. Learned State counsel submits that petitioners have not submitted any representation before the respondents authorities and if petitioners 3 submit such representation, it will be considered and decided in accordance with law. 4. On due consideration on the submission of learned counsel for respective parties, nature of grievance raised, without entering into merits of the case this writ petition at this stage is disposed of permitting petitioners to submit detailed representation before respondents No.5. If such representation is submitted, concerned authorities shall consider and take decision on the representation to be submitted by petitioners, in accordance with law in, an objective manner within further period of four weeks from the date of receipt of representation. 5.
