Naga Jyothi, learned Counsel representing Sri M. Krishna Rao, learned Standing Counsel for Municipal Corporation and Ms. Naga Chandrika, learned Assistant Government Pleader for Finance & Planning. 2. Ms. Ch. Naga Jyothi, learned Counsel representing Sri M. Krishna Rao, learned Standing Counsel for Municipal Corporation has submitted the Written Instruction furnished by the Commissioner of Kakinada Municipal Corporation, dated 04.02.2026. Copy of the Written Instructions is supplied to the Counsel for the Petitioner and the same are taken on record. 3. The Written Instruction given by the Commissioner of Kakinada Municipal Corporation would indicate that the Bills could not be uploaded due to unavailability of funds. The Commissioner of Kakinada Municipal Corporation is seeking six (06) months’ time to render payment to the Petitioner herein. 4. Having considered the facts of these cases and Written Instruction, this Court deems it appropriate to allow both Writ Petitions with a direction to all the Respondents, including Principal Secretary to Department of Finance, to complete the entire Administrative process, both inter-departmental and intra- 4 departmental, by way of mutual co-operation and coordination, within a period of four (04) months from today, and to transfer the amount to the bank account of the Writ Petitioner within one (01) month thereafter. 5. The Writ Petitioner is directed to submit the bank account details to the Competent Authority within four (04) weeks from today for effective compliance. 6. With these observations and directions, the Writ Petitions are allowed. No order as to costs. 7.
