1. This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:-
“a) Issue a writ of mandamus or any other appropriate writ,
order or direction directing Respondent No. 1/National Testing Agency (NTA) to retrieve, verify and authenticate the NEET-UG 2019 qualification records of Petitioner No. 1 bearing Application ID No. 190410330408 and Roll No. 120406163, and the NEET-UG 2020 qualification records of Petitioner No. 2 bearing Application ID No. 200410449428 and Roll No. 4301002043, from its official database and to issue a certified record thereof; b) Direct the Respondents to accept such verified/certified NEET-UG records, or in the alternative the final order passed by this Hon’ble Court, as valid proof of NEET qualification in lieu of the physical NEET-UG scorecards for all purposes, including eligibility, registration and appearance in the FMGE (Screening Test) June 2026 and subsequent sessions; c) Direct Respondent No. 2/National Medical Commission This is a digitally signed order. (NMC) and Respondent No. 3/National Board of Examinations in Medical Sciences (NBEMS) to permit the Petitioners to register for and appear in the FMGE June 2026 session and future sessions without insisting upon production of the physical NEET-UG scorecards; d) Grant the Petitioners the same relief and benefit as granted by this Hon’ble Court in its judgment dated 11.11.2025 passed in W.P.(C) No. 14627/2025, Amrita & Ors. v. Union of India & Ors., by directing the Respondents to treat NEET-UG particulars verified from the NTA’s official database as conclusive proof of eligibility for FMGE purposes; . . .”

The brief facts of the case are that the petitioners are medical degree holders from foreign Universities and want to appear for Foreign Medical Graduate Examination (“FMGE”), conducted by the National Board of Examinations in Medical Sciences (“NBEMS”). However, the Information Bulletin issued by NBEMS for FMGE, requires mandatory submission of NEET UG Scorecard and the petitioners are unable to find or retrieve their NEET-UG 2019 and 2020 Scorecards. 3. The learned counsel for the petitioners states that the respondent No. 1, namely National Testing Agency (“NTA”) has furnished particulars of the petitioners as available in their database, and the same can be perused by this Court to issue directions to treat this order as NEET UG Scorecards. 4.
The respondent No. 1/NTA, has filed a counter affidavit mentioning relevant details and particulars of the petitioners, which reads as under:- This is a digitally signed order. 5. Accordingly, the respondent No. 3/NBEMS is directed to treat this
Order as Scorecards for NEET-UG 2019 and 2020 examination in respect of the petitioners and consequently, the requirement on part of the petitioners to furnish Scorecard of NEET-UG 2019 and 2020 for FMGE 2026 and also for future FMGE Examinations stands discharged.
6. The petition is disposed of in the aforesaid terms, along with pending applications, if any.
