JUSTICE A.GUNESHWAR SHARMA 10.03.2026 Present Mr.Y.Ashang, learned Government Advocate assisted by Mr.A.Bheiggya Meetei, learned counsel for the State applicant, Mr.Ng.Jotindra, learned counsel for the private respondent and Mr.S.Suresh, learned counsel for respondent No.17, office of the Principal Accountant General, Manipur. The present application has been filed by the State Applicant for condoning 583 days in filing review against order dated 20.02.2024 passed by this Court in (WP(C)) No.48 of 2024. Reason for delay has been explained in para 4 of the application and it was due to process of file from one office to another. It is stated that delay is not deliberate and due to time taken in file process. Mr.S.Suresh, learned counsel for respondent No.17 submits that this Court may pass any appropriate order. Mr.Ng.Jotindra, learned counsel for private respondent/writ petitioner submits that delay of 583 days is a long period. However, he fairly submits that this Court may pass appropriate order by imposing exemplary cost to the State applicant and if delay is condoned, the detailed objection of the respondents to the application for condonation may be considered as reply to the review petition. This Court considered the materials on record. Even though delay of 583 days is a long period, it is condoned for considering the review petition on merit subject to deposit of Rs.5000/- to the welfare fund of High Court Bar Association. On deposit of the said amount, Registry is directed to number the connected review petition, if the same is in order. Misc Case accordingly, stands disposed of. Counter affidavit filed by respondent Nos.1 to 16 in the condonation application may be treated as counter affidavit in the review petition. List the review petition in due course on submission of proof of deposit of the amount and after registration. MC (Rev Pet) No.4 of 2026 also stand disposed of.
