In this petition, the petitioner has called in question the endorsement dated 24.11.2025 at Annexure-R issued by respondent No.4, whereby the request of the petitioner for regularization has been rejected. 2. The case of the petitioner is that she has been working as a Computer Operator in the office of the respondent No.4 from the year 2008 as a contract employee and she has rendered more than 18 year of service. Since her appointment has not been regularized, she submitted representations dated 05.11.2025 and 24.11.2025 to the Project Director, District Urban Development Cell, Kolar, vide Annexure-H and Annexure- - 3 - HC-KAR NC: 2026:KHC:9198 WP No. 1339 of 2026 M respectively; representations dated 06.11.2025 and 24.11.2025 to the respondent No.4, Chief Officer, Town Municipal Council, Srinivasapura vide Annexure-J and Annexure-K respectively, and representation dated 24.11.2025 to respondent No.2, Director of Municipal Administration vide Annexure-L, to regularize her service. However, the respondent No.4 by impugned endorsement dated 24.11.2025 vide Annexure-R has rejected the request of the petitioner for regularization. Being aggrieved by the impugned endorsement, the petitioner has filed the present petition. 3. At the outset, learned counsel appearing for the respondent No.4 has submitted that respondent No.4 was required to forward the proposal to respondent No.2 and respondent No.3. Instead, respondent No.4 himself has taken a decision and issued the impugned endorsement. 4. In view of the above, the impugned endorsement issued by the respondent No.4 at Annexure-R dated - 4 - HC-KAR NC: 2026:KHC:9198 WP No. 1339 of 2026 24.11.2025, is required to be quashed. Accordingly, the following order is passed: ORDER a) Writ petition is allowed. b) The endorsement dated 24.11.2025 issued by respondent No.4 at Annexure-R, is hereby quashed. c) Respondent No.4 is directed to forward the proposal to respondent No.2 and respondent No.3 within 8 weeks from date of receipt of certified copy of this order. d) Respondent No.2 and respondent No.3 are directed to consider the representations of the petitioner and pass appropriate orders in accordance with law, within three months from the date of receipt of proposal.
